So we might well be waiting for longer than 8 years.

State's largest ever infrastructure project is highly to get built on time and on budget. And it "could be subject to legal challenges"?! I'd say that is inevitable. I hope not. It's badly needed. If properly designed it should be ironclad from legal challenge.
