Illegal house demolished

You’ll have read of this case in Meath of a house built without planning permission and finally demolished after a twenty year battle to prevent that happening.
I’d just like to ask the forum their views on this. Things that cross my mind are; why would any sane person build a large home like this without planning permission? Indeed it seems they were REFUSED planning permission for a smaller home on the site, then proceeded anyhow to build an even bigger one,
The newspapers say that around 11000 structures get built illegally every year and get ‘retention’ permission. Why is that? Doesn’t this encourage chancers? Were the owners of this big house not chancers too? Why did they fail to get retention? Is it that arbitrary?
Finally - they offered the house to charity? Why did the State reject that? It could have house a bunch of refugees.
So many questions.
