How do gardaí weigh the right to protest with the rights of those affected?

Apparently a number ofcities and towns have experience serious disruption as a result of the fuel price protest.

Has prompted the Taoiseach to say there was a fundamental problem with the idea that protestors could park lorries in the middle of O’Connell Street and refuse to move them.

I can see both sides of this issue. I suppose there will be a compromise of some sort?
